Our competition entry for the new city hall in Tallinn is a state of the art complex housed in an energy conscious building hovering above a sculpted urban square. The 30 000 sqm building accomodates public reception areas, office spaces, canteen, chamber, conference centre with roof terraces, all wrapped up in an energy efficient double skin. Tackling local traffic problems, our solution offers a carefully designed interface between city and citizen, and we deployed a range of computational design techniques to distribute space and light between the different administration functions of the building. The submission follows the best standards in office building design and proposes a novel and inspirational environment for the city administration’s employees.
